I mean unblocking it takes a first mastery raptor, you can collect masteries only at lvl80 as far as I remember. So unless they changed something they need lvl80 to get raptor anyways. I know we couldn't take a friend below dung level to play with as as well as go into my story instance of a higher level so.

The only reason you can't get the other mounts (not including warclaw) without a level 80 is that for those you need either PoF/LS4 story progress to start the collection (griffon, beetle, skyscale) which requires level 80 to activate yourself in order to get credit, or else leveled masteries for the heart vendor to appear (springer, skimmer
